Associate Director, Planning, Facilities and Stewardship

As the largest publicly funded Catholic School Board in Canada, TCDSB operates a large, progressive school system focused on high expectations for student achievement and well-being. It serves approximately 91,000 students from JK to Grade 12 in 163 elementary schools, 29 secondary schools, and 3 combined schools, each with unique histories and mandates reflecting the nature of their communities.

Reporting to the Director of Education, the Associate Director of Planning Facilities, and Stewardship will work collaboratively with the Associate Director of Academic Affairs and the Executive Superintendent of Business Services to attain the goals of the Multi Year Strategic Plan, specifically in the priority areas of enhancing public confidence, providing stewardship of resources and inspiring and motivating employees.

Key Responsibilities

The successful candidate will be forward-thinking and focused on equity of outcomes and optimal learning environments which support the diverse needs of students, educators, researchers, academic administrators and business professionals. The Associate Director of Planning, Facilities, and Stewardship will be responsible to:

• Represent Catholic Education Executive leadership locally and provincially by demonstrating a commitment to the strengthening of publicly-funded Catholic education;
• Demonstrate a commitment to environmental stewardship and energy conservation;
• Build and maintain effective relationships at all levels within a political, non-union and unionized environment including all internal and external stakeholders and the Ministry of Education;
• Champion a strong education vision within the complex City of Toronto municipality including the vision of future learning environments;
• Lead and engage both non-union management team and unionized staff to ensure service excellence. There are approximately 1,000 staff members;
• Establish annual budgets based on Ministry of Education funding and monitor budgets to ensure sound financial management and sustainability;
• Support and respect an effective governance model relying on proven experience and political acumen to be able to work with and support elected officials (Trustees), as well as municipal, provincial and federal elected officials;
• Promote and develop effective partnerships with various internal and external stakeholders;
• Take leadership role in establishing policies and processes regular monthly though Corporate Services Board of Trustees agendas;
• Regularly write and review reports, as well as deliver various presentations to a wide range of stakeholders;
• Develop strategic directions and plans in all facets of the position’s responsibilities and effectively execute the strategic directions;
• Manage the long-term pupil accommodation plan;
• Administer the multi-year capital plan (new construction and renewal work);
• Establish partnerships, including facility related joint-venture projects in all areas of builds and exiting sites, that enhance Catholic education and the learning environment;
• Oversee the Development Services with a focus on revenue generation for the Board;
• Ensure that Board assets are made available to the public for after school use;
• Provide Executive leadership through membership on the Toronto Student Transportation Group governance committee;
• Attend a variety of meetings both in the chairperson and participant roles. Examples include: Education Council, Director’s Council, Associate Director’s Council, Planning, Facilities and Administrative Council, Board of Trustee meetings (meetings occur both during the day and evening);
• Visit schools and administrative centers across the City of Toronto.

Educational Background and Experience

The successful candidate will have:

• A university degree (preferably a Master’s degree) combined with professional qualifications in property management, real estate or development, architecture or engineering.
• Experience in a senior-level administrative position in a large, complex educational or comparable unionized public sector institution/organization;
• An Ontario Business Supervisory Officer Certificate or be committed to obtaining one within three years in accordance with Ministry of Education requirements.
• 7 years of experience developing and implementing strategic direction in planning, real estate, capital development, environmental stewardship, energy conservation, operations and maintenance, and transportation in a large complex, public and/or private organization;
• Demonstrated experience in guiding, inspiring and promoting a culture of collaboration among different departments in support of an organization’s strategic plan;
• Thorough knowledge of the Education Act, Provincial legislation, policies and codes, and City of Toronto by-laws that impact the work of the departments under the Associate Director’s leadership;
• Deep understanding of the provincial funding model, including Pupil Accommodation and Transportation grants, as well as the approval process for development and building projects;
• Excellent communication skills, both verbal and written.
